  16. <p>The U.S. proposes war-crimes trials of Serbs and Croats

  18. <p>     The charges, essentially of mass murder of civilians, have
  19. become as repetitious as they are ghastly, until U.S. Secretary
  20. of State Lawrence Eagleburger managed to strip away the
  21. familiarity and make the accusations arresting again. He named
  22. seven Serbs, two Croats and one Muslim allegedly responsible for
  23. such atrocities in Bosnia and Croatia; the accused ranged from
  24. the very obscure (concentration-camp commander Drago Prcac) to
  25. the globally notorious (Serbian President Slobodan Milosevic).
  26. All, said Eagleburger, should be hauled before an international
  27. court of justice--a "second Nuremberg"--and tried for war
  28. crimes.

  30. <p>     No international body, however, has any practical means of
  31. apprehending these men, and the U.S. has no proposals. So what
  32. was the point? Possibly to influence Serbs to vote against
  33. Milosevic in the elections that were scheduled Sunday, by
  34. reminding them that their country will be a pariah as long as
  35. Milosevic lasts. More probably, by highlighting atrocities, the
  36. U.S. may have won support for a United Nations resolution
  37. approved by the General Assembly on Friday that proposed lifting
  38. the arms embargo against Bosnia and establishing a no-fly zone
  39. over the region.
